What follows is an exposé on how the wireless industry, aided by complicit regulators, ignored legal requirements, silenced the scientific community, and established fraudulent safety standards that are now harming millions of people every day.
Public Law 90-602 – A Forgotten Mandate
In 1968, the U.S. Congress passed Public Law 90-602, also known as the Radiation Control for Health and Safety Act. This law was designed to ensure that electronic products emitting radiation, including non-ionizing electromagnetic radiation (EMR), would be subject to ongoing research and safety assessments. The mandate was clear: the federal government must continuously study and regulate radiation exposure to protect public health.
Yet, today, there is virtually no federal research program investigating the non-thermal biological effects of wireless radiation. How did this happen?
The EPA Was Defunded from Regulating Wireless Radiation
In the early 1990s, as the telecommunications industry ramped up its efforts to roll out cellular networks, regulatory oversight was seen as a potential obstacle. The FCC, under industry influence, adopted the “thermal-only” standard for RF exposure, which is based on the assumption that the only harm RF radiation can cause is through heating tissue. This standard is not based on modern biology or medical science—it is a relic of outdated radar studies from the mid-20th century.
This fraudulent standard allows telecom companies to dismiss all biological effects that do not involve heating, including:

Ironically, even the wireless industry’s own research confirmed health risks.
In the 1990s, the CTIA (Cellular Telecommunications and Internet Association) funded a $25 million research project to assess the health effects of RF radiation. The lead scientist, Dr. George Carlo, found clear evidence that cell phone radiation was linked to DNA damage and an increased risk of brain tumors.
Instead of acting on these findings, the industry buried the research and launched an aggressive PR campaign to suppress further investigations.
This strategy mirrors tactics used by Big Tobacco, which knowingly concealed the dangers of smoking for decades. The wireless industry has followed the same playbook, promoting misleading studies, discrediting independent researchers, and pushing a false narrative of safety.
The Health Consequences of Unchecked Wireless Expansion
Cancer Risks: The Evidence is Overwhelming
In 2019, the National Toxicology Program (NTP) published a landmark study showing “clear evidence” that RF radiation causes cancer in rats. Specifically, the study found:
- Increased incidence of heart and brain tumors
- DNA damage in multiple organs
- Biological effects at exposure levels within legal limits
These results directly contradict the FCC’s safety claims, yet regulators refused to act.
In parallel, the Ramazzini Institute in Italy found that even lower RF exposure levels caused cancer in rats, aligning with the NTP findings.
Despite this overwhelming evidence, the FCC and telecom companies continue to deny any cancer risk, protecting industry profits over public health.
Neurodevelopmental Disorders: RF Radiation and the ADHD-Autism Epidemic
Wireless radiation exposure during pregnancy and early childhood is linked to neurodevelopmental disorders, including:

What Must Be Done—The Call for a National Reckoning
1. Repeal Section 704 of the Telecommunications Act (1996)
This unconstitutional law prohibits communities from rejecting cell towers based on health concerns. It must be repealed to restore local control over wireless infrastructure.
2. Enforce Public Law 90-602
Congress passed this law to ensure ongoing research and regulation of radiation exposure. It is not being followed. The federal government must reinstate funding for independent research on RF radiation’s health effects.
3. Demand the FCC Update Exposure Standards
The FCC’s thermal-only guidelines are fraudulent and outdated. New safety standards must reflect modern science, including:

- Special protections for children and pregnant women
4. Shift Toward Safer Technologies
We already have safer alternatives:
- Li-Fi (Light-based data transmission)
- Space-based cellular services (Elon Musk’s Starlink direct-to-cell)
- Hardwired connections instead of pervasive Wi-Fi and 5G
