Prepared as an Easter 2026 appeal to the Holy See

Executive thesis. This memorandum does not present a settled forensic verdict. It advances a serious historical-biological hypothesis: that repeated close-proximity exposure of Pope Pius XI to the Vatican’s early radio infrastructure, including Marconi’s very-short-wave installations and later higher-power transmissions, may have acted as a chronic physiological cofactor in his final decline. The same environment may also have burdened Guglielmo Marconi, though Marconi had documented heart disease well before his death. Because no archival dosimetry exists and no physician of the time diagnosed radio injury, causation cannot be stated as proven. But the convergence of timeline, proximity, biological plausibility, later epidemiologic concern around Vatican Radio, and modern calls to reevaluate RF exposure limits is more than sufficient to justify an urgent Vatican turn toward precaution, transparency, and child-centered protection.

  1. What the historical record actually shows
  • Pius XI commissioned Guglielmo Marconi to build Vatican Radio immediately after Vatican City was created, and the station was inaugurated on 12 February 1931 with the first papal radio message. Within a year, Marconi also installed a very-short-wave radiotelephone link between Vatican City and Castel Gandolfo; Britannica describes these waves as about 55 cm in wavelength.
  • In April 1935, contemporary reporting still described Pius XI as being in good health except for a slight diabetic condition. By 1936, however, he had developed severe arteriosclerosis with gangrene of the legs, later suffered cardiac asthma, and died on 10 February 1939 after a final cardiac collapse.
  • Marconi died on 20 July 1937 at age 63. Reliable biographical accounts do not support every dramatic claim made about his final years, but they do document serious heart disease well before his death, including a first heart attack in 1927 and continuing cardiovascular decline.
  • The postwar Vatican Radio controversy at Santa Maria di Galeria showed that emissions from Vatican-owned transmission infrastructure could become a serious public-health and legal issue. A 2002 epidemiologic study found childhood leukemia incidence higher than expected up to 6 km from the station, with risk declining with distance, but the authors explicitly stated that no causal implication could be drawn from that study alone.
  1. The historical-biological hypothesis

The hypothesis is not that radio exposure offers the only explanation for Pius XI’s illness. It is that repeated exposure to an unusually novel and poorly characterized radio environment may have been a material cofactor that worsened an already vulnerable cardiovascular and metabolic system.

From 1931 onward, the Pope lived and worked inside a communications system that Marconi himself had designed at the frontier of wireless engineering. This included very-short-wave equipment used for papal communication and, by the late 1930s, more powerful broadcast infrastructure. In the pre-standardization era, there were no modern exposure audits, setback rules, or chronic-health protocols of the kind one would now expect for personnel living or working near transmission systems.

Modern RF-health literature remains contested, but it is no longer credible to describe the issue as fully closed. Recent reviews continue to examine oxidative stress, autonomic dysregulation, endothelial injury, reproductive toxicity, and carcinogenicity at exposure levels below purely thermal thresholds. A 2026 analysis in Environmental Health argued that current public limits are between 15-fold and 900-fold higher than levels estimated to correspond to a one-in-one-hundred-thousand cancer risk from experimental-animal data, depending on daily exposure duration, and 8-fold to 24-fold higher than levels estimated to protect male reproductive health. That paper does not prove harm in any specific historical case, but it materially strengthens the argument that thermal-only assumptions may be incomplete.

  1. Clinical fit

Applied cautiously, the hypothesis fits the Pope’s final clinical picture: diabetes, catastrophic vascular disease, cardiac asthma, and fatal cardiac failure. These conditions are all biologically compatible with mechanisms involving chronic oxidative burden, circulatory stress, and autonomic instability. This does not prove causation. It does, however, make the case scientifically imaginable rather than merely rhetorical.

I found no archival proof that Vatican radio systems were switched off during the Pope’s 1936-1937 illness, no measurement data from his rooms, and no contemporary medical diagnosis of radio injury. There is also no evidence that the glass enclosure used during his 1937 public reappearance was intended as RF shielding. Likewise, Marconi’s own cardiovascular disease clearly predated his final microwave-era work. These gaps do not destroy the hypothesis; they define its limits.

The timeline is striking: Pius XI was still described as robust in 1935, then underwent severe decline after several years inside a novel Vatican radio environment. Temporal alignment alone cannot distinguish coincidence from contribution.
There was real, documented proximity between papal life and Marconi’s communications systems. No usable dosimetry survives for the Pope’s actual sleeping, working, or travel locations.
Modern literature has reopened the question of whether thermal-only limits are sufficiently protective. Major institutions still disagree. ICNIRP states its limits protect against all established adverse effects, including alleged non-thermal ones.
The Vatican later faced serious epidemiologic, legal, and public-health controversy over transmitter emissions. The strongest epidemiologic study near Vatican Radio did not establish causation, and later litigation did not settle the science.
The moral burden is low: one need not prove a historical homicide to justify prevention where children, clergy, workers, and nearby residents may be exposed. A strong call for precaution must not be framed as if a courtroom verdict has already been reached.

Bottom line: the case is not closed; it is under-investigated.

  1. Why the Vatican should act now

The Holy See should not wait for universal scientific unanimity before protecting human life. The Church has always recognized that legal compliance is not the same thing as moral sufficiency. That distinction matters here, especially because current public debates over RF safety remain unresolved and because the Vatican’s own transmission history shows that public-health anxiety around radio infrastructure is not speculative folklore but a recurring institutional fact.

It is also important to state plainly what the current situation is. The Santa Maria di Galeria site has not been retired. Pope Francis’ 2024 motu proprio on the site’s agrivoltaic future explicitly says the project is intended to guarantee the power supply of the radio station there, and Vatican News still publishes active short-wave schedules from Santa Maria di Galeria. In Italy, the famous precautionary limit of 6 V/m was loosened to 15 V/m in 2024. In other words, the present moment is not one of completed withdrawal from RF controversy; it is a moment in which the Vatican can choose whether to lead beyond compliance or merely remain within it.

 

  1. Recommended action for the Holy See
  • Commission an independent archival and engineering review. Open the historical record on papal and Vatican radio exposures, including maps, equipment placement, operating schedules, papal quarters, and relevant medical files, with independent historians of medicine, engineers, and bioethicists.
  • Adopt a child-centered precautionary protocol. Set internal Vatican and diocesan guidance that goes beyond bare legal compliance for installations near children, pregnant women, schools, hospitals, orphanages, and residential clergy housing.
  • Stop treating church property as default RF real estate. Place an immediate moratorium on new leases for high-power radiofrequency transmitters on church steeples and church-owned buildings located near homes, schools, playgrounds, or medical facilities until independent review is complete.
  • Move to a ‘fiber first, light where wireless is needed’ model. Use wired fiber wherever mobility is unnecessary. Where room-contained wireless is useful – archives, chancery offices, libraries, residences, and certain health-care or security settings – pilot LiFi. Light does not pass through walls, which can improve physical containment, but it still requires modern encryption and careful engineering.
  • Publish a transparent inventory and exposure map. The faithful should not have to guess what is operating over their homes or children. Every Vatican- or diocesan-controlled transmission site should have a clear public inventory, purpose statement, and emission profile.
  • Protect workers, clergy, and residents. Establish sleeping-area exclusion practices, duty-cycle reduction where feasible, occupational monitoring for high-exposure technical staff, and independent review of legacy sites.
  • Frame the issue as stewardship of life, not fear of technology. The Church need not denounce science. It can instead insist that communications technology serve the human person, especially the child, the sick, the elderly, and the unborn.

Pope Pius XI entered the radio age as a vigorous modern pontiff and died after a brutal decline marked by diabetes, catastrophic vascular disease, cardiac asthma, and cardiac failure. Guglielmo Marconi, the architect of the Vatican’s radio future, also died prematurely after serious heart disease. We cannot honestly say that radio exposure has been proven to have caused these deaths. But neither can we honestly say that the question has been adequately examined.

In 2026, the science around radiofrequency exposure is still unresolved. Important institutions continue to defend existing standards, while new analyses argue that today’s public limits may be far too high to protect against long-term biological harm. The lesson for the Church is not panic. It is prudence.

If there is even a reasonable possibility that communications systems placed on sacred property can burden children, workers, clergy, nearby families, or the unborn, then Christian duty requires more than regulatory compliance. It requires prevention, transparency, and mercy.

Therefore we ask the Holy See to do five things: tell the truth about the historical record; investigate legacy exposures honestly; stop placing new high-power RF systems where children live and learn; move institutional communications toward fiber and room-contained light-based systems wherever possible; and issue a child-centered precautionary protocol for the Church worldwide.

The first duty of the Church is not to defend an old machine. It is to defend the image of God in the human person.
