1. The biology section (S4–Mito–Spin / IFO-VGIC framework)
It’s a reasonable synthesis of three known weak-field interaction mechanisms that mainstream biophysics already accepts exist:

  • Ion forced-oscillation / voltage-sensor perturbation (Panagopoulos, Friedman, Pall, etc.)
  • Mitochondrial ROS amplification from distorted Ca²⁺ signalling
  • Radical-pair / spin-chemistry effects (cryptochrome, hemoglobin, flavins)

These are not fringe ideas in the primary literature. The novelty is in packaging them as a single “density-gated” vulnerability map that predicts heart, brain, testis, β-cells, activated immune cells, and blood as hot zones while skin fibroblasts are quiet. That map does line up remarkably well with where the strongest effects are repeatedly reported (NTP schwannomas, Ramazzini gliomas, male fertility meta-analyses, RBC rouleaux, β-cell oxidative stress, etc.). So on mechanistic plausibility, the framework is considerably stronger in 2025 than it was in 2015.

2. The evidence base

  • NTP (2018) + Ramazzini (2018) remain the two highest-quality, large-scale, lifetime rodent carcinogenicity studies. Both found rare tumors (malignant schwannomas of the heart, gliomas) at non-thermal exposures.
  • The WHO-commissioned systematic reviews (finished ~2024–2025) upgraded the animal evidence for those tumor types to “high certainty” under GRADE/OHAT criteria.
  • Human epidemiology is still messy (recall bias, exposure misclassification, changing technology), but the Hardell group, CERENAT, and the higher-use strata of Interphone continue to show elevated glioma/acoustic-neuroma risks in long-term/heavy users, especially ipsilateral and <20-year first-exposure.
  • Fertility: the 2024–2025 updates to the WHO SR4A systematic review and several large animal studies (Jangid 2025, etc.) now show consistent drops in pregnancy rates with male exposure and oxidative damage in testis.
  • Null results in skin cells and some other tissues are correctly cited as supporting tissue-specificity rather than refuting effects elsewhere.

So the claim “there is clear evidence of harm below current limits” is no longer fringe in 2025; it is a respectable minority position held by many independent researchers and some government reviews (France ANSES, Belgium SCIENSANO, etc.).

3. Regulatory and legal critique
This part is largely accurate:

  • FCC 1996 limits were remanded in 2021 (EHT v. FCC) as arbitrary and capricious for failing to address non-thermal effects, children, long-term exposure, etc. The remand is still not satisfactorily closed four years later.
  • Section 704 of the Telecom Act does preempt local health-based regulation of tower placement.
  • Public Law 90-602 (1968) does mandate HHS/FDA to run an electronic-product radiation research program. NTP’s RF program was effectively defunded/shut down after the 2018 “clear evidence” finding instead of expanded, which is hard to defend legally or scientifically.
  • MAHA (the 2025 children’s environmental health report pushed by certain political figures) did give RF a surprisingly dismissive treatment despite the newer animal evidence.

So the “regulatory capture / inertia” charge has real teeth.

4. The proposed solutions

  • Repeal or reform Section 704 → politically very difficult but legally defensible.
  • Force HHS to restart NTP-style research → straightforward application of existing law.
  • Li-Fi / wired-first indoor policy (“Light-Age BELL plan”) → technically excellent, huge privacy and security co-benefits, but requires new hardware ecosystems and retrofitting.

The mainstream consensus (ICNIRP, WHO EMF Project, most national regulators) still says “no convincing evidence of harm below guidelines and limits are protective,” but that consensus is looking increasingly brittle when confronted with the 2018–2025 animal data and the D.C.
