Community engagement programs on radiation and health: addressing public concerns
Abstract
Overview
Objective: To address the significant community angst associated with electromagnetic radiation (EMR) sources like powerlines and mobile phone towers, especially with the rollout of the 5G network, by providing information and assurances about radiation safety.
Program Details
- Type of Program or Service: The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) implemented several community engagement initiatives.
- Duration: From April 2003 to April 2022, ARPANSA maintained a Health Complaints Register for reporting health issues related to possible EMR exposures.
- Interactive Programs: Since 2016, ARPANSA has been operating the "Talk to a Scientist" program allowing direct communication between the public and radiation experts.
Findings
- Health Complaints Register: Garnered only 180 reports over its operation, indicating low public interest with smart meters cited as the common EMR source linked to adverse effects like headaches.
- Talk to a Scientist Program: Has received 6546 enquiries since its inception, suggesting higher engagement and efficacy in addressing EMR-related concerns.
Conclusion
Direct interaction through informed dialogues via the "Talk to a Scientist" program proved more effective in mitigating radiation safety concerns amongst the public compared to the lesser-used EMR Health Complaints Register.
Lessons Learnt
Effective community engagement requires facilitating direct and meaningful contact between authorities and the public, as evidenced by the success of the Talk to a Scientist program over the complaints register.
