Residents of Kambah in the ACT, who are angered by plans to build a Telstra 3G phone tower near their homes, say their battle is far from over even though construction has started.
Homeowner Bill Thompson says he can see the 15-metre tower being built from his back window.
He says residents are worried the radiation from the tower could cause health problems and force property prices down.
When the tower's location was announced in December, residents sent petitions and letters to the ACT Planning Authority.
But they say the letters have been ignored.
Mr Thompson says he will not give up.
"I've also been in contact with a solicitor and we're following through with a possible class action," he said.
Telstra plans to build 40 of the towers around Canberra as part of its 3G network.
